EUEI Partnership Dialogue Facility (PDF)

Background

EUEI PDF was founded in 2004 by several EU member states and the European Commission as a flexible instrument of the EU Energy Initiative (EUEI). Its two parts are the Project Management Unit and the Governing Board.  An integral part of our mandate is the coordination of our activities with a variety of partners from the EU as well as regional and international organisations.

The EU Energy Initiative – Partnership Dialogue Facility (EUEI PDF) works with partner countries and regions to develop policies and strategies that contribute to improved access to affordable and sustainable energy services. Our activities focus on Africa, but we also operate in other parts of the world, such as Southeast Asia, Latin America, and the Pacific. Furthermore, we also support the strategic energy dialogue of the Africa-EU Energy Partnership (AEEP) as a secretariat.

EUEI PDF’s work is conducted along two Service Lines:

• Service Line 1 - Energy Policy and Strategy Development
• Service Line 2 - Support to the Africa-EU Energy Partnership (AEEP)

In addition, we liaise with development banks, utilities, private sector associations, NGOs and research institutions from both continents.

Objective

EUEI PDF aims to:

• Support the development of appropiate and cost-effective service delivery models
• Improve the enabling environment for private investments in the energy sector
• Build institutional capacity for executing agencies, regulators and public-private partnerships

Implementation

EUEI PDF coordinates with a range of partners, including representatives of EU member states and EU delegations, governments and regional organisations in Africa, Southeast Asia, Latin America, and the Pacific. We cooperate closely with the Energy Sector Management Assistance Program (ESMAP), the Africa Electrification Initiative (AEI), REN21, and the International Renewable Energy Agency (IRENA).

In order to implement our activities, we procure local, regional and international technical expertise. Currently, our pool of experts comprises 65 companies and specialists from 15 different countries.
