Summary

In collaboration with the Energy and Environmental Concerns of Zambia (EECZ), the EU Energy Initiative Partnership Dialogue Facility (EUEI PDF), together with Practical Action (PA) and the Alliance for Rural Electrification (ARE), organised a workshop aiming to stimulate non-state stakeholder participation in Zambia’s energy sector development. The dialogue event, realised under the Africa-EU Energy Partnership (AEEP), brought together reprentatives from public authorities, civil society, private sector, research. Participants will discussed ways to achieve the ambitious international and national targets of energy for development (increasing access to affordable and reliable energy services, the share of renewable energies and energy efficiency levels). Concerted action on country level between public authorities and non-state stakeholders is needed in order to achieve the ambitious national and international targets. The specific objectives of the event were:

  • „Strengthening non-state stakeholders in order to further involve them in the policy making process on national, regional and international level (e.g. in the context of SE4ALL or the AEEP); „
  • Strengthening the public dialogue;
  • Stimulating non-state stakeholder participation in Zambia’s energy sector development through the facilitation of market and finance information and project partnerships.

The outcome of the discussions included:

  • a stronger relationship between key stakeholders in Zambia private sector, academia and civil society
  • a shared statement with clear recommendations supporting work on energy access and renewable energy in Zambia

The event took place in Lusaka in November 2013 and found that concerted action on country level between public authorities and non-state stakeholders is needed in order to achieve the ambitious national and international targets.
