EUEI Mapping of the European Portfolio of Energy Development Cooperation

To support the work of the EUEI members, and strengthen European coordination in energy development cooperation, the EUEI Support conducted an international mapping of European activities in this field. The study also marks an important starting point for assessing the European contribution to Sustainable Development Goal 7: Ensure access to affordable, reliable, sustainable and modern energy for all.

The study covered all African, Caribbean and Pacific countries which European development cooperation supports, and included the activities of all relevant European Institutions (European Commission, EIB, EBRD etc.) as well as all 28 member states. The mapping is based on the official development assistance commitments made in the period 2010-2014, as reported to the OECD Development Assistance Committee (DAC). The data was then also validated through a series of stakeholder interviews with member states and the European institutions.  

A number of key findings stand out from the mapping:

  • €22 billion were committed for energy in this period.
  • This represents 8% of all EU ODA commitments for 2010-2014.
  • 3,240 projects and programmes were financed.
  • This went to increasing renewable energy generation (42%), extending transmission and distribution (29%) to support energy access, and ensuring the necessary policy, research and training frameworks (15%) are in place to make efforts successful and sustainable. 

In next steps, further analysis of the data will be conducted and augmented by additional requests which support the work of EUEI members. The study will also serve as the basis for future discussions and activities of the EUEI.
