Joint Workshop on Harmonising Monitoring of Energy Access

On Tuesday the 20th of September 2016, the European Commission, GIZ and KfW hosted an international workshop on the harmonisation of principles and methodologies for monitoring access to energy. The event was implemented with the support of the EU Energy Initiative. The one-day workshop brought together experts and practitioners from a range of international organisations, initiatives and agencies to discuss current work in monitoring energy access, open questions and possible solutions to challenges being faced.

A selection of presentations in the morning provided an overview of current activities to monitor energy access and progress towards SDG7, offering insights into the work already underway. The presentations (available for download here) were held by colleagues from SE4All, the World Bank, the European Commission, the IEA, KfW, GIZ, and Agence française de développement. Sharing these insights brought out common themes and challenges faced by the organisations, and the need for greater collaboration and a harmonisation of approaches.

In the afternoon, participants attended a series of working groups. There they addressed open questions and drew up recommendations for further action. Focussing on monitoring energy access for on-grid, off-grid and cooking energy, as well as on the data collection processes, the working groups sparked intensive and productive discussions. The workshop was rounded off with a final session in plenary, offering all an update from the working groups and enabling the collation of the group’s recommendations.

Agreeing on the need for continued collaboration, participants also proposed to hold a further workshop to address open issues and technical details. This event will also be implemented with the support of the EU Energy Initiative, drawing on its convening capacity and role in brokering information exchange.
