Summary

The EUEI PDF received a request from the Republic of Guinea to assist in transformation of the Decentralised Rural Electrification Office (Bureau d’Électrification Rurale Décentralisée  - BERD) into a permanent Rural Electrification Agency (Agence Guinéenne d’Électrification Rurale – AGER) and to transform the Decentralised Rural Electrification Fund (Fonds d’Électrification Rurale Décentralisée - FERD) into a permanent institution.

The overall purpose of this EUEI PDF’s activity was to support the Republic of Guinea accelerate its efforts on energy access in rural areas. The main outcome from the assistance is the complete transition of BERD to the status of a National Rural Electrification Agency “AGER”.

Project objectives:

The purpose of the activity is to support the Republic of Guinea in accelerating access to electricity in rural areas through a technical assistance for the transformation of BERD into a permanent Rural Electrification Agency and the transformation of FERD into a permanent Rural Electrification Fund.

Activities undertaken:

  • Background analysis of all relevant documents, stakeholders and agencies involved in rural electrification in Guinea
  • Development of an organisation chart and job descriptions for all professionals at AGER
  • Development an operational manual for AGER containing guidelines for all relevant functions of AGER, including management of the FER
  • Support the start-up phase of AGER, based on a proposed transition phase, 5-years business plan and support for mobilising additional funding
  • Support the preparation of an Electrification Strategy for rural and peri-urban areas by covering the pros and cons of different options, the legal and political process that would be necessary to implement the respective reforms, and requirements for reforming the relevant institutions. The analysis is to take into account the ongoing reform of the electricity sector and plans for the revision of the Electricity Act.

Expected outcome:

The main outcome from the assistance is to complete the transition of BERD from its present status of a project implementation unit to the status of an Agency for Rural Electrification. This request is relevant as the set-up of a formalised institution would sustainably support the rural electrification efforts in Guinea.
