Technical Assistance for the Creation of a National Rural Energy Services Agency

The Democratic Republic of the Congo (DRC) is a country with a significant potential with regard to energy resources such as hydropower, solar and woody biomass. DRC is currently rebuilding its power grid which currently serves only 9% of the population and less than 1% of the rural population has access to modern energy. Several interventions are underway on rural electrification. However, access to energy remains difficult, particularly in rural and peri-urban areas.

In order to enhance access to electricity in rural areas and ensure efficient regulation of the sector, the new electricity law passed in November 2014 stipulates the establishment of a Rural Electrification Agency along with an Electricity regulatory institution. As a result, the Ministry of Water Resources and Electricity approached the EUEI PDF to request assistance in the creation of a National Agency for Rural Energy Services (Agence Nationale des Services Energétiques Ruraux – ANSER).

The objective of the technical support is to design an organisational framework for ANSER including legal, operational and financial aspects. The EUEI PDF was working with CELANSER, an inter-ministerial steering committee, to define the mission, strategy, organisational structure and action plan of the future agency. Additionally, a legal framework was developed to ensure the agency is anchored in the system and operates efficiently. Setting up a strategy for mobilising funds for the agency and providing advisory services for the recruitment of staff is also part of the project. 

Two donors meetings were held at the EU delegation to discuss potential financial support to the agency. Three technical workshops were held in 2013 and 2014 to present the agency’s structure and operational modalities. The final workshop together with the launch of the National Agency for Rural Energy Services took place in July 2015, at which the Word Bank announced a possible allocation of $100 Mio as a follow-up to the EUEI PDF work.
