Summary

From August 2012 to April 2013, the National Energy Efficiency Policy, Strategy and Action Plan for the Kingdom of Cambodia was developed in a successful joint project between the former Ministry of Industry, Mines and Energy, today the Ministry of Mines and Energy, and EUEI PDF.

The work carried out during the project showed that the growth rate of the national energy demand could be slowed down and reduced by 20% by 2035. The Government of the Kingdom of Cambodia is well aware of the challenges ahead and is willing to provide the appropriate framework conditions and political guidance to make this national energy efficiency policy a reality. In this sense, the Action Plan, developed jointly with the Policy, proved to be an extremely useful and powerful tool, since it is already being studied and considered for implementation by international development partners, even before the policy’s formal adoption.

In the meanwhile, the former Ministry of Industry, Mines and Energy has now been split in two ministries, the Ministry of Mines and Energy, and the ministry of Industry and Handicraft, which required some reorganizational effort.

In addition, new and updated energy demand and consumption data for Cambodia have been recorded and are available. Originally, the past project worked on available data from 2008 to 2011 and, in some cases, dating back to 2005. It would be appropriate to revise the National Energy Efficiency Policy, Strategy and Action Plan, with the new data at hand, in terms of accuracy, relevance, potential adjustment and eventual further in depth development.

In December 2014, the Ministry of Mines and Energy approached the EUEI PDF to request a follow-up project in which the policy will be enhanced with a data analysis and revision of the strategy and complemented with an investment plan which should help guide the implementation of the policy.

The EUEI PDF has undertaken a scoping mission from 26 January to 5 February 2015 to assess the needs of the Ministry of Mines and Energy. Consultations with various stakeholders and feedback from the Ministry of Mines and Energy have helped identify the new areas of intervention for the implementation of the formerly developed National Energy Efficiency Policy, Strategy and Action Plan. The EUEI PDF developed new terms of reference for the follow-up technical assistance project.
