Workshop on Gender Mainstreaming of EUEI PDF projects

The EUEI PDF held a workshop to futher mainstream gender within energy and development cooperation.

The focus on Gender Equality and the Empowerment of Women is a significant issue for development and energy cooperation at the EUEI PDF. Despite the perceptibley changing progress concerning the dominance of men within the Eenergy sSector, we are still a long way from entirely including women at the decision- making level and to ensure equal benefits for men and women in development projects. In identifying women as a specific target group in the overall energy access policy framework, recogniszing their specific energy needs, it is an extensive goal to assure a gender sensitive approach in ongoing and future inventions and implementations. Therefore, the EUEI PDF organised an internal workshop to improve gender mainstreaming within the different sService lLine projects and to assess their specific gender-sensitiveness.

In this process, the main barriers were emphasizsed as the content integration of gender issues at the policy level, as well as the measuring and monitoring of gender indicators after the project completion. While the preparatory work could already be based on past thematic works, such as the Gender Briefing Notes, the workshop focused on the project assessment accomplished by an external consultant and the analysis of current and future possibilities in order to reach the goal of a broader mainstreaming of the gender topic and to approach the observed barriers.

The recommendations comprised the implementation process on the one hand, in regard of a situational analysis, systematiszing existing knowledge on gender aspects in the partner countries, as well as the alignment with national gender policies, and the project content on the other hand, which includes specific recommendations in policy implementation. To follow up on the outputs of this workshop, the team discussed the possibility to design a specific project for which gender within the energy sector  would be the focus.. We are looking forward to a further continuation on this subject concerning the different aspects of gender equality within the energy sector:  the specific needs of men and women as consumers of energy, the specific impact of energy access and the role of women on an executive level.
