Procurement

• Consulting firms interested to work for EUEI PDF are invited to provide the PDF management unit (PMU) with evidence of their relevant capability and experience.
• EUEI PDF seeks to contract competent local and regional consulting firms and institutions. If international firms are implementing PDF projects, they are encouraged to partner with local institutions and include local personnel in their project team for reasons of continuity and capacity building. In the past two years, PDF has contracted firms from approx. 15 different countries.
• If the estimated budget for the partnership activity is below € 20,000(consulting firm) or € 50,000 (freelance consultant), no tender is required.
• If the estimated budget for the partnership activity is above € 20,000(consulting firm) or € 50,000 (free-lance consultant), the implementation has to be the subject of a restricted call for tenders, with a minium of three firms or individuals invited. Duration from call to contract award is normally around 6 weeks.
• For activities over € 200,000 an open European public tender has to be organised. Note that the procedure can take 10 months from first call for expressions of interest.
